These are designed to be placed under the source of the vibration/shaking. The reviews state people placed them under the feet of their home stationery vertical air compressor, some have placed them under their HVAC units, others placed them under their washing machine.I honestly do not understand your question, but, I do hope you find your solution.

Yes and no. They will reduce the vibration to whatever is sitting on them, yes. Will they reduce the general vibration in the structure/floor/walls coming from the ceiling fan below? No. The fan would have to be mounted on some kind of vibration isolation device for general vibration to be lowered, but if you have something sensitive to vibration, these might help. These particular pads are very heavy duty and designed for heavy equipment (I have my 400 lb air compressor mounted on them); you need to match the design to the weight you're putting on them. For lighter things the sorbothane pads might be better.

I am still building my compressor shed. I have not installed my compressor at this time. I think it would work unless you have an unusual amount of floor vibration.

Yes, they smell like gasoline to me. I guess that's the industrial rubber. I'm airing them out by the window with a fan on them, for a few days now. The odor is still strong enough to smell from across the room. Since I need to use them in a living room, I'll have to return them if the smell doesn't dissipate in a week or so.
