Is it actually unlocked? Like I could put it on my boost mobile plan the day I get it?

The one I received was actually unlocked. I put in the Sim card from my old phone and i worked perfectly.

I purchased an at&t iphone 13 pro. upon installing my at&t sim card, i received a message saying "unpaid device". what is this?
