Can anyone explain the Difference between gray and orange packages of this product?

The ChitoSam100 in the grey packaging has the CE designation and can be sold and used as a medical product in the US and EU. The Chito Sam 100 Active in the orange packaging does not have the CE designation. The product itself being the 100% chitosan material is the same.

Is it vacuum sealed? I need for edc

It appears to be tightly vacuum sealed. The surplus packaging can be folded-over so the gauze fits compactly into a small emergency kit.

Can this be cut into smaller sections with the unused sections being saved for later use?

Once the package is opened it will no longer be sterile. I would say if you only need a small amount of this product your using it for the wrong types of injuries. It is designed for deep penetrating or larger open wounds with associated arterial or heavy venous bleeding. For more minor injuries purchasing the 4x4 version of the Chitosam 100 wound help save you money and material.
