We have used this for awhile now. It is sable and the legs move up and down as needed. To install the unit, the toilet seat must be removed. At that time you can adjust the arm widths up to three notches on each side, Once set, you will need to remove the toilet seat again to change to a different width. We are very satisfied with this purchase.

At max it's about 23" across to both handles. There are 3 positions to fit rails. I use the middle one which is about 22" across, and there's plenty of room to sit and handles are at a good width range to side of me. It can be as short as 21" across. Hope this helps.

I'm not sure what you mean by "the bolted part" ... I wound up returning this because my mother (93, weighs abt 150 lbs) found it unstable. This is what we used instead and she loves it.
