Does this take a SIM card ?

No, this is a VOIP phone. You need either a VOIP PBX (Grandstream UCM etc) or an Internet connection + VOIP phone service provider.

Has anyone tried this with 3cx? i have telnyx as a provider too

If all that is required is a standard IP phone this should work fine.

Can this phone install the google voice app for the standard free service or is a voip service provider (google work place) required?

I use Google voice exclusively on this phone. It works on WiFi or Ethernet. I am not crazy about the Google voice dialer as the buttons are small, but I am very satisfied with this device.
