This is an 18 pieces set. Also you can find the detailed measurements of each pieces in second and third pictures. All pieces have dobule flocked surfuces and natural texture.

Q: ?Can they withstand rain

They are PLASTIC for goodness sake and about 3-4 inches tall. Why would they be exposed to rain? I suspect you can plant them in a full fish tsank.

Q: Would these be safe to use as cake decorations?

I don't see any reason you couldn't. Just be sure that somebody doesn't bite down on one.

Q: Do these have floral wire integrated into the stems?

There is wire but it is sometimes difficult to remove the outer covering
