Not sure about weight but I have mine full of clothes and no problems. It was by far the best investment I have ever made.

Since this is expandable, is it possible to configure the top bar to expand beyond the poles and hang longer items on the outside?

Yes, each bar can be expanded to your length of choice. Though I did not configure mine in the way you suggest, you present a very clever idea.My husband bought mine for me to get my excess clothing off the doors around the house. It is simply a great product, and attractive too. (I liked the white one.) We like it so much, we are trying to find room for another. I highly recommend this product. Hope this helps.
