Do i need a weight to hold this balloon down?

Yes you need weights. The balloon I received did not have weights. Also the front image is also the back unlike Elmo. The back is like his actual back.

If I blow these up with air will they work as centerpieces on a table?

You could use them as a centerpiece but they are large and will be an obstruction for your guests to see across the table. It would be better to inflate these with helium so they float over the table, allowing your guests to see one another.
