Q: Does the back height include the top of the chair to the bottom of the seat? The picture looks like it's only to the top of the seat. My chair is 27".

Not sure I understood your question but the cover fit the top of my chair all the way down over the top of the seat to the part of the top of the chair legs hope this help.
