Any time the pump looses power and reboots when it gets power back does it have to refill all the way to top line for measurement? Or is it a one time

Yes it has to refill to the top sensor so it can recycle, also if water level goes way below sensor when it reboots it will only pump 3 times then red light comes back on so unplug and plug back in so it can pump remainder water to reach level you might have to do this several times( i hope not) usually once is sufficient, hope this helps.
