Is it o.k. for home use?

I'm sure this could be used at home for various things.  Just note this costs about as much as a 100 pound tank and is about as tall, so unless you need this for fitting in a small corner or really want the smaller size you may want to consider the bigger one.  Up to you.

Question 2

Does this come with the same valve as a standard 20lb grilling tank (it shows a regular valve,and another pic shows female threads)

The tanks 40 pound size and under must come with OPD valves that include the old POL threads internally as well as the QCC big ACME threads on the outside.  This tank is bigger and only comes with the POL connection.  With a POL to QCC adapter this can feed gas to anything just as the BBQ tanks can, so the connection is the only difference (and where it fits).
Any device won't know whether gas is coming from a small camp tank or one bigger than this, so despite some things saying "Can use with tanks up to 20 pound" you can go bigger like this.

Question 3

I bought 2 of these but they don't have the 3-pointed valve knob. does that mean no opd valve? i've heard up to 60 lb needs one but some say up to 40

40 pound tanks and smaller require the OPD valves with the triangle handle.  This is 60, so it and 100 pound tanks don't require them.

Note, since these don't have OPD fillers MUST pay attention to not overfill them.  Some get used to the OPD and just keep going until they expect such to stop them, but on this kind of tank nothing will stop it until 100% full (yet they should stop at 80%).  There's a couple methods of proper filling they can/should follow.
One is to put the tank on a scale and adding the "60 pounds" gas it holds with the stamped "TW-48.6" pound Tare Weight, it should weigh 108.6 total when done.  (I don't know what the TW is on your tank, but it should be something close to that and you can add up the numbers yourself).
They also have stamped in the ring "WC-145" or such where even though that is "water capacity", if you divide it by 10 the 14.5 is the max gallons they should ever put in it.  As they are filling they should crack a bleed port (perhaps with a screwdriver) and watch for the clear gas to change to liquid spray which should tell them "STOP filling instantly".  If you see them keeping going and perhaps say you owe for 16+ gallons (well over the max I said above), you can argue "I'll pay for the 14.5 max I should have as I need to vent the rest, so why should I pay for something I can't use and didn't want?"  I have seen tanks filled to where liquid propane was coming out to go to a heater or such and the liquid is NOT what you want.  So venting some may be needed until down to the proper level.  So don't be afraid to watch for such (where you can even see the gas spray from 10 feet away) and help avoid problems for yourself down the road.

Question 4

Can this be mounted Horizontally - when I searched with that specified, this tank was included

No, unless you see something on it's details for "Horizontal" use it will need to be upright during use.  I don't know why this would show up on such a search, but only the models with "HOG" in the model will work laid down.
All tanks can be transported laying them down, but once you want gas from it, then it must be upright again.  Virtually all gas devices (stoves, heaters, etc) burn VAPORS that you get off the top of the tank, but with it over 1/2 full and laid down you can get liquid propane exiting the valve (and the heater or such will be messed up from liquid propane sent to it).
