Has anyone had any issues with the lights turning on and off when the TV is off? Its plugged into the usb and randomly turns on all the time

Many TV USB connections are set up to do a random, some are like every 10 minutes ect... But it's the way it goes out to look for a possible new connection since the TV its was turned off, and the majority of the newer TV's have a sleep or power saving mode when you turn it off, not all the same but I have one where I press the power button once it only goes into standby or sleep mode, and one longer press it actually shuts off the main power. This is for the TV's with alarms or set up on a timer to come on and go to a specific channel, and it will not work correctly on some if the power is completely off. So you could be experiencing the TV looking for a connection because it is not turned all the way down. Just an idea for you to look at.

If i connect with the usb and turn off the tv,than after can i use the light. so the led is get power when i turn of the tv?

if the tv still have current when off, the strip will light on. If the tv without power when off, the strip will be off while tvOS off. Because the strip itself donot have power .

Is it 50 ft total. So 1 pack will fill the entire celing? What is 16 ft??

It should but know that the plug/controller end will have blank space coverage of lights
