Will this work to fasten galvanized sheet metal to a aluminum boat ?

Depends on the load. If you remove the patina (sand or wire brush until they look shiny) from both surfaces and there is sufficient bonding area it should.Make certain the joint is secured until the adhesive is fully cured.

Will this work on a 2 inch pvc pipe coupling that is under water

If the coupling is underwater and can't be moved out of the water, or the water drained, then this would be the best chance for a repair of anything I know. I would clean and steel wool the surface before putting this on. I'm just guessing at what the situation is and if this would be a solution. But I'm really impressed with 3m 05220. It was made to stick stuff like speed sensors on the fiberglass hulls of boats while they are still in the water.

Can the adhesive be sanded

Once fully cured it can be sanded. It will fill the sand paper a bit. As with any adhesive, the quality of the surface prep will determine how well the product sticks to the surfaces and thus how finely you can feather the product.
