Is this really only 2.8 inches across and tall? Seems much bigger in picture.

The candles are 3.5" tall with the top being a little smaller. They are a nice candle that has been doing extremely well.

Can you replace this candle once burned to use every year?

Yes, you should be able to place another candle into the vessel once one has completely burnt.
