Is this an active or a passive cable?

I believe it is an active cable. Note the seller only offers the Thunderbolt 4 up to 2.0m which is the limit for the full 40Gbps on an active cable per Intel's specification. The vendor's advertisement suggests 40Gbps at all lengths they sell. I have had a good experience with my 2.0m cable; however, some screen flickering has occurred.

What kinds of speeds does this get when used on a Thunderbolt 3 device? Up to 40 gbps? Looking for a long cable that doesn't go down to 20 gbps.

This cable (in sizes up to 2 meters) does support USB 4, and Thunderbolt 3 or 4 data transfer speeds of up to 40GB/s. Keep in mind, other factors may impact your actual transfer rates. You'll only get up to 10 GB/s for USB 3.1. I have a couple of these OWC Thunderbolt cables and they work as advertised.

The plug on one end to the plug on the other. In most cases, this will be from a Thunderbolt 4 enabled Apple computer to a Thunderbolt-enabled device, from a display to an external drive, to...some peripheral device, to which it will transfer power and data. The opposite, however can happen, since Apple laptops with Thunderbolt connections can be charged if this cable is connected to an appropriate charger and one of the T-bolt ports on the computer. This T-bold 4 cable works with the newest and fastest Thunderbolt-4 protocol that apple uses, but is backwards-compatible with any UBS-C or older Thunderbolt protocol device.

does this work to mirror display between two iMacs

Hello. Target display mode would be for iMacs between 2011-2014 which these macs have Thunderbolt 2 connections This would not be a cable you would use for target display.
