Can you print onto this?

Whoever said that you can print onto it obviously hasn't tried it with this product. I tried printing onto it, but the ink wipes off as soon as you touch it. Even when I tried putting some sealant on it, the design just smeared everywhere. I tried a spray type too but it became speckly and it still wiped off. Also the print ink becomes noticeably blotchy even after shrinking. Maybe it'll be different if you have a laser jet printer, but I still won't recommend it.

Is it possible to shrink this plastic with a heat gun?

Yes, that's actually the way I always do it. Be prepared for it curling up on itself - having something like a wooden kebab stick or old pencil can be handy to hold it down, specially if you've got a strong heat gun. It's useful to have something flat, like the back of a wood mounted rubber stamp, nearby so that when you've finished you can press down onto the shrink plastic to make sure it's completely flat & ready for whatever you want to make with it. If you need a hole in your finished item, put that in before shrinking. I find that by putting a kebab stick through the hole, you can not only hold the item still while using the heat gun on it, but also keep the hole open.Hope this helps.

How much does it shrink? Instructions say 7x, so for a badge 3cm long, you'd need to start with it 21cm long! Is that right?

It does sound a lot, but I've always understood that it shrinks to 7 times the length and becomes 7x thicker, so I think I'd bow to the maths theory & go for 21cm. Hope it works.
