Why does this feel like a struggle to use? I feel like its not rubbing onto my underarms. I cant even scrap any 'ice' off!

You need to have either wet underarms or to wet the head of the stick under a tap. You can then 'paint' your armpit. I think it's great stuff - it works, it doesn't mark clothes and it lasts for ages.
