Can this product be painted

It's a tight woven plastic tube which closes in on itself to cover the wires you are trying to tidy. I wouldn't recommend painting it with a brush. You might be able to spray paint if absolutely necessary as that allows a thin coat.

Can you use the braid outside

Yes the braid can be used anywhere, I have used as a cable tidy on the underside of my boat, only issue with this is barnacles but these can be removed by cleaning them off with a stiff brush. Barnacles are living creatures that like the rough surface are to attach to. The cable tidies are made of plastic, I have had a look for plastic items outside this morning and found 217 plastic items outside that have not been affected by the weather. Hope this helps.
