Can this be used for scarves?

Hi - no wouldn't recommend for scarves. Each metal hold is narrow. You could hang the scarves without securing it in the groove but the silk ones would probably keep slipping off

is this price for 2hangers? can i hang vests?

Folded yes but not massive chunky vests. My wife could hang her vests on it but she is a rare size 10 and has been for 40 years
