Definitely. It's a great bag with lots of different compartments.

It is waterproof and I have not had any leaks on documents when I have been cycling in the rain with it.

can you clip chest straps on this bag?

I bought the 'Eastpak Provider Backpack, 44 cm, 33 L, Black' over 10 years ago. If it is still the same there are no straps across the chest, but there are straps to control the depth of the bag. No doubt you could connect a chest strap to these straps if you wanted.
