How does this oil increase hair growth?

I dont think any beard oil increases the hair growth and if any of them claiming that quality in their beard oil then they are not being honest, however beard oils do encourage a healthy beard and by that I mean, it softens and norishes your beard but your beard will not grow faster nor will it grow thicker or denser. This is a good beard oil by the way.

Can you apply on the bald spot and would it help in order regrow hair on the head?

If by bold spot you mean your beard then yes it may help but on your head I would have to say no because hair on your head is different and there are other products specifically designed for hair loss, even with those type of products do not expect amazing results and also any result you might get will be slow and costly over time.
