It can be used to shutdown if you want. Depends on what you are using to control it. Software and hardware wise. I have used a cell phone to control it before across the room. Some tv remotes with the right software on the Pi can control it also.

Useing a 5v 3a powersupply i have to use a powered usb port for i order to use a mouse keyboard and ssd , would i still need to do that with you this

I can't seem to find an SSD to fit the M key slot that is not nvme or pcie, could anyone suggest one that works?

The Silicone Power Sata III is the one I use. I haven't had problems with it.
