Would these be suitable for hanging a lightweight mirror?

I would think so if you use enough for the weight. I have them holding up a rack in the shower that holds multiple bottles of shampoo, body wash etc on it. It has been firmly attached to the wall for almost three years.

Can these be used outside to hang lights?

If they are going on a smooth surface they should be able to. Mine have been in a shower cubicle for over 2 years. I followed the instructions carefully. I don't know what temperatures they will withstand though.

Are these waterproof strips suitable on pvc bathroom walls. i used normal command strops and my picture fell.

I have used them on tiles in my shower cubicle and they are still up 2 years and counting. I think it is important to follow the instructions. I cleaned the area with alcohol wipes (glasses cleaner) and made sure that I kept them pressed down for the right amount of time. I also waited for the suggested time before I put anything on them. If you pvc walls are smooth they should work well.

size does not make sense 147 millimetres is 5.5 ins is this right ?

I am not sure, but the ones I used were for the larger hook and yes, that is the right size. Needs to be the whole length of the hook plus enough space left for you to pull on it to bring it off the wall/door etc.
