Are the panels waterproof? Can it be used outdoors?

These panels are made out of cardboard and are not waterproof. They can be used outside but need to stay dry.

do you think you could go up 3 levels?

I am not sure it would be sturdy enough to go up 3 levels, maybe if it was built carefully but would need more than one person, We have only ever gone up 2 levels. My little boy loves it :-) Sorry my answer is not much help is it :-/

How many panels come with this kit and can you buy the Velcro sepera

There are 16 panels in the kit together with Velcro roll. Unfortunately Velcro can't be bought separately.

What actually comes with this set? How many sqaure pieces? How many joining pieces or joining velcrose strips.

All pieces can be joined together. It comes with lots of velco strips and it would be easy to source additional if required (but my sons always had plenty). You basically get what you can see in the picture - maybe a little more square pieces. In a world that's full of digital gaming it's a great imaginative play game and my son has thoroughly enjoyed it.
