I have a 28 lb mini Aussie will this work for him?

I believe it would work with the following thoughts. I got it for my puppy and the size was good. It was very difficult to get him I it due to his puppy energy and his wanting to chew it.

Can this be worn so that your dog is facing you while your wearing them?

No. It is designed specifically for the dog to face forward. Looks like the location of the holes for the dog's hind feet and tail would prohibit a dog from comfortably facing you.

Will this work for a 23 pound pug?

If your very strong maybe but my 16 pounder was a struggle it was a feat just to get him into pack :) took 2 and off we went and have not used since. I had a dog on leash and the16 pounder in pac lol it was challenging but i am 64 years young :) found it a hilarious walk that was not very long haha so good luck I hope you fair better than we did ...Otherwise for smaller dogs should be a great way to take everyone with on walk. nice quality pack for smaller dog's hope that helps will work very well for them...
