Would these be strong enough to hold a soap dispenser?

It will depend on the weight of the dispenser and the smoothness of the surface. One suction cup on a glass-like surface could probably support the weight of one or two bars of soap or a shower gel container. But beware: a couple of the cups in the pack I got were ok for supporting a horizontal glass table top but had small flaws which would stop them sticking to a vertical surface.

Can i use it to hold my blackvue rear dash cam.as in winter the sticky tape is coming out

I don't know I do not have a dash cam ! but they are very good and hold on to glass very firmly.

What’s the diameter of the nipple?

The nipple, uncompressed, is 11mm. The neck is 7mm, but not as long as it looks on the illustration, probably about 2-3mm.

Do they work inside a fridge ?

I’ve never tried one in a fridge. They normally stick to a clean smooth surface, but I imagine that the cold temperature will reduce their effectiveness
