Will it work for less than 20 yards?

It's three power so...at 20 yards I'd suggest open eye.

Is this clear with a stigmatism

Yes! Big difference. Without long explanation this works basically like a standard scope as opposed to the reflecting light of a red dot. This also means you get an etched reticle that works fine without illumination.. still gives perfect black reticle with dead batteries. I have their older model and it solved my astigmatism problem with red dots.

What would be the best fit riser to get for this optic?

It would depend on the person and weapon it's being put on. I got a low Mount riser the my AR but that was for the way I shoot. Will have to chance it and hope the one you get works for you.
