will a pair of these allow for horizontal hanging? meaning, are the rods strong enough to hold the weight of a paddleboard or longboard?

I think so although I personally wouldn't stack them on every rod. They appear sturdy enough to me for this purpose

How is the rack mounted to the wall? I don't see screw holes in the photo. Trying to figure out if this will work in alignment with the studs.

There are (2) screw holes, but they are on 40" centers. The installation instructions suggest using drywall anchors. I have (2) - 9' longboards, a 7'-6" hybrid, and a couple of 6' boards. Drywall anchors weren't going to work. I drilled another hole at 32" from the first hole and lagged them to studs with 1/4"x3" lag bolts. It works well, but I went into it thinking I was probably going to have to do some modification.
