Q: What does this attach to beside the boot does it just hang?

Well..... I did purchase this for my 95' Jeep and the instructions are pretty much not there. I made a light metal mounting bracket that sits on the driver side fender, and I have had no issue since this was done.

Q: Does it come with instructions?

No instructions provided in mine. I think they assume people have the history with engines and how things work

Q: I purchased this item and need installation instructions

I received the ram air intake and no instructions came with it. Fortunately I have a long history working on and rebuilding trucks and jeeps, so the install was a simple one. I can explain this; the red elbow comes up from the throttle body and clamps on to the body with the provided straps. The long chrome pipe then attaches to elbow with another strap clamp. The small hoses provided are for your use to two sensors on the engine, one is for the mass air flow sensor hookup, the other hooks up to your pvc valve on valve cover, then those hoses connect to the each ear on the intake chrome pipe. Another strap clamps the filter to the to the chrome pipe for intake air. the short and long straps provided are supports for the intake filter. It is your choice on placement to the vehicle inside fender. And your there and done. I definitely had an increase in power and engine running at idle, much smoother as you will be providing cooler air, and much more intake. I hope this make sense and helps. William Howe
