Can this be used to fill a hole in the sole of a shoe?

A thin layer of adhesive applied to each side to be joined is the recommended way. Being able to «fill» a hole seems unlikely unless the hole is very small. Perhaps using powdered rubber or whatever material the sole is made from, or a small fragment that exactly fits the hole,& securing it with glue as per instructions. Be careful not to create a lump on the sole (uncomfortable) as this is quite a probable outcome Consider partial sole replacement. Hope this answer’s useful.

Does this work for joining leather tears?

I don't think it would work well edge to edge but, if you put another piece of leather behind the two joining bits and glue them to it, you should be ok.
