Can you turn brightness up as very dim?

There is no brightness up or down option but its good enough for general use.

does this have anti touch meaning when hand rest on screen while writing it doesn't leave mark? please help

No when anything touch it writes

Can you partially erase if you write / draw smt you did not intend to so you can erase that bit only rather then entire screen

You press a button to erase the drawing, so it clears the whole screen, not just parts

what charger dose this need

Comes with a short (about 6 inches) usb lead which can be plugged into a USB port on a computer etc) for charging - once charged has a long life before needing recharged.
