Will this be able to read data already stored on the hdd? or will it just ask to re-format the hdd when i connect?

Yes you will be able to read the data already stored on the drive, unless it is corrupted in some way.

I have inserted a new 3tb seagate sata drive and connected the power. when i connect usb the blue light flashes, but doesn't show on pc.

I had exactly this with a WD Purple 3 Tb drive. You have to go to Sabrent's website and download a Firmware update. Then carefully follow the instructions for the exe file. Once I did that and rebooted I could see the drive, and then partitioned it into separate 1Tb and 2Tb sectors. Everything seems to work as it should.
