does this come with all u need to mount to dx?1997 i see others for 119 that have brackets this donets list and then brackets for 33?

I have this mounted to my DX (1999 model) but it should work for all, 1996-2000. This will come with foam strips that are supposed to be applied to the rear of the base plate (you'll see the indents on where they need to be applied. Also, you may have to dremel out the mounting holes due to manufacturing defects, as when I got mine, the mounting holes were not lined up properly. But other than that, it's held up fine on my hatch for 2 years now, hasn't flown off with freeway driving or anything. Use some loctite as well.

What are the plastic straps and the adhesive tape for?

The foam tape it to seal around the base so you don't hear the wind I'd recommend getting a wider strip of it...as for the plastic staps I want able to find where they went so I just didn't use them haven't had any issues
