In the photo the insulation appears to be foam that is wrapped with a solid sheet of something. What is the solid sheet made out of?

It's wrapped in flexible vinyl.

is this uv protected?

The insulation I purchased didn't say. I covered it with spiral-wound tape (similar to duct tape) but with a metallic backing -- the stuff HVAC folks use to cover/seal sheet metal air ducts' junctions. You are very well taken to be concerned about UV degradation. Since this material is typically used inside structures I would not expect the manufacturer to go to the expense to UV proof it. How many linear feet do you get for $24?

6 feet. It fits 2” pipe pretty snug. I wrap an exterior PVC pipe with it each year

How many 6' tubes would I need to cover 60' of pipe?

Based on the math I would say 10. (6’ * 10 = 60’) I would order extra to keep on hand. It is easy to use.
