When I clip the light onto the side of my tank, the lights are actually pointing up instead of down into the water. Is that correct?

When clipped properly to the frame of the tank, the light should be pointing down into the water.

Does this have blue light, white light or both?

This one is all blue light. I used 2 in a 35 gallon tank and they have worked great for about a year now.

Can this be submerged in water or must it stay dry?

It is not clear one way or the other on the product or the packaging. While it says on the back of the box that the LED light is "waterproof", the clips included are specifically designed to keep the light bar and wire out of the water. Also, the directions for installation only address attaching it to the frame of the aquarium under the canopy, which is well out of the water, and emphasize the importance of creating a drip loop in the chord so that water can't accidentally travel outside the tank and into the electrical outlet. Based on that, I would imagine that the "waterproof" designation is just because water might splash on it, or if it is accidentally bumped into the tank temporarily, and not because it is actually designed to be submerged. The "GloFish Blue LED Aquarium Bubbler" or the "Marineland LED Bubble Wand" are both LED lights that ARE designed to be submerged, and you might be able to just use the lights without the bubble function by not connecting an air pump to them.
