Is this model made in the UK or China?

Pi 3B+ is manufactured in the UK, in Wales.

Does it come with a power cable?

No, Just the module itself. You will need to provide your own USB power supply (should be able to supply about 3 Amps for this model,) a micro sd card for the operating system of choice, keyboard, mouse and hdmi cable if you are going to use it as a stand alone machine over the built-in wifi, or an ethernet cable if not using wifi. Or you can log in to it remotely using another computer, in which case you only need the sd card and either wifi or an ethernet cable. Hope this helps.

Does this come with storage space?

No, like all other main stream Raspberry Pi's, all storage is provided by SD Card or anything else you plug in to it. There is no flash on the module at all. The RAM hasn't changed, it's still 1Gb. It's a faster processor and much faster networking.

Can you make a laptop out of it?

I would recommend buying a PiTop if you want a Raspberry Pi laptop. Look it up.
