If by floppy you mean the absence of a rigid, yet flexible "skeletal" core by which one would be able to position the dummy in various poses then you would be correct. There is nothing but a fluffy filamentous core with the exception of the hands which are composed of a plastic polymer.

is this dummy weather resistant?

I only used it as an inside prop, I don’t think you can withstand weather elements.
