When attach with clips before straining, doesn't the steam burn you? Or, do you cook noodles with it clipped onto pot?

I cook the noodles, then attach the clip. I personally never had any issues with steam burning me. I turn the pot to the side that I need to clip it on, never put my hand over the steam. Most of the time the strainer is okay for the amount of noodles I am cooking too. But occasionally, I will use the lid to help keep them from falling out and that's mostly when I am turning the pot almost upside down (like to really drain the macaroni vs. spaghetti).

Let me rephrase my other question. does anyone have a problem with the pot, not the steam, burning them when they try and put this song on?

I have used this strainer multiple times and haven't had any problems with burning. I hold it by the clips and it goes onto the pot without difficulty. My hands are not above the strainer (where the steam rises), they are on a parallel with the pot so there is no danger of any burning.

Could this be used to just pour liquids (like brewed tea) out without so much leaking? I just need a clip on spout basically.

I don't think it would work for that unless you're making tea in a pot. While it can adjust to different sized pots, it's not really a funnel, just a strainer to hold back noodles (or similar) while you dump the water in the sink. Works great for that reason. Maybe buy it and if it doesn't work for your tea, you have a strainer that fits in a drawer vs some large thing that takes up space.

What is the green tool that comes with the strainer?

The green tool 'is' the strainer. It's all one piece. Would not recommend this product if you have no-drip pots (the top of the pot has a bend to stop drips) as it doesn't work with this kind of pot.
