Can this be used on leather to make my boots water resistant?

you could i suppose or just by something designed waterproofing bootsyou can grease a frying pan with it too but I wouldn't recommend that, I would recommend something "designed" for that use.this lable is very clearit says " CRC 05074 Heavy Duty Silicone Multi-Use Lubricant"It doesn't read " for water proofing boots" nor does it say " for making food stop sticking to pans" its CRC 05074 Heavy Duty Silicone Multi-Use Lubricant NOT boot water proofing stuff.

Has anyone used this on their treadmill belt area?

Yes this is the only silicone spray I use on my treadmill belt and it works perfectly. I have an older machine and without using this I would not have a treadmill. Tried many claimed silicone lubricants in the past and only CRC meets my standards.

can I put in in a Rubik's cube?

A Rubik's brand cube? Go ahead. It might change the black plastic a little white. Food grade CRC silicone might not change the plastic color (I think).

Does it have any petroleum and/or oil in it?

It contains two hydrocarbons acetone and heptane. These are not oils. What I like about it is that it can be used around food meeting the FDA regulation for lubricants with incidental food contact. It also has little odor.
