How does the spinner take out the water ? Is it on battery ?

Manual pressing only....No battery operations...But it's very useful...

What is the tap used for on the dirty water bucket and does the clean water bucket also have a sort of spinner (not a wringer)

The tap needs to be removed while spinning the mop. During this activity, the dirty water off the mop will flow out from the spinner bucket. The clean water bucket does not have any spinner. You need to immerse the mop in the clean water bucket spin it in the spinner bucket before moping the floor. Trust me it is very easy and a good one.
