Yes it does. It comes with some nice charger supplies. High quality.

Terrie, Great question... the wall plug or the 12 volt adapter included with the "Blizzard" package will run the IcyBreeze even if the battery is dead. Both these options allow you to run the unit continuously regardless of the battery charge. MyBoatStore

Q: How is the battery charged? Can I charge it and operate it with cigarette lighter connection plug in?

Yes. You can also charge it with 110v house plug. Battery life is good (about 2 hours on low setting)Blows out really cold. Ice doesn't last if you are running it on a hot day. You'll get about 2 hours out of it before it turns to water. I've tried it with frozen water jugs and I get more life out of it.

Q: Is ice required, or can it use evaporative cooling?

Yes, the unit requires ice to "work". I put work in quotes because it does a poor job even with ice. The ice melts in this cooler because the cooler itself fails to maintain ice. The seals are not what they should be, and the process is designed to melt the ice. The sales pitch is good, but in practice, this item fails to deliver on it's promise.
