Q: will this work with crazarts cotton candy maker?

20 - 30 depending on the size you make.

Q: how many does one 12 oz make?

At least 4 dozen. Depends how big you make them.

Q: Can I use this sugar to decorate cookies?

Yes i have used. It in my coffee when I ran out of sugar before but it would decorate cookies quite well actually
