How long is the chain in the basin?

It's about 8 to 10 inches long. Really it's more for attaching to the long rain chain from your gutter, while sitting on the ground for stability of your rain chain.

I want to order a rain chain. But I am getting really confused. Right now my house has the whitle downspouts and a concrete thing on the ground where the water runs down. I assume one takes down those ugly white downspouts and substitute the rain chain. Then this bowl sits on the ground underneat the rain chain as …

Yes, the white downspout goes away and the concrete thing can be removed. You will need to get a 'gutter installer' that fits with the size gutter. This device is what you attach the rain chain to at the gutter side.

It's filthy dirty. like it's been used. was expecting new! really. has everyone had the same experience when they open the box? no packing material.

Mine arrived well packed and gorgeous. I would address my complaint to the seller and let them have a chance to rectify the problem. Most sellers on Amazon are very customer oriented and willing to try work problems out.

I am concerned with the rain chain basin filling with water and then being a place for mosquitoes to breed. What do you do about that?

It's possible for this to occur. A preventive measure could be adding stones to the basin which would make a smaller area for the water to collect. Then evaporation would take care of the water in the basin or a quick tilt, after a rain, would serve the same purpose.
