It is a magnet. It is used to secure a rod and a gauge so that you can take really fine measurements. The base you see is the only part that you would get with the order.

What is the diameter of the hole?

That depends which hole we are looking at, the one left of the Mighty Mag inscription will accept a 3/8" (.375) round bar. The hole to right is a little smaller 1/4" (.250) round bar will fit there.

Does this magnet have any restriction for air freight? I mean overseas freight

I think most restricted air transport codes deal with intrinsically un-safe potentials like batteries, I would think magnets are fine. Maybe the FAA has their policies listed.
