Troubleshooting steps:

If you find slow speeds, please check the quality of the Ethernet cable used, whether this is the type CAT 5/CAT5E.
If the devices connected to the switch are not "ON", the Ethernet LED on the switch does not light up. Sometimes there may be a wobble connection with the Ethernet cables at both ends, which may cause the Ethernet LED not to go "ON"
About the slow connection problems of the Sky Box, please check whether the Ethernet cable connected to it is properly or if they are of type CAT 5e and above get better speeds.
