Will the brush work in a vent that is a bit narrower than 4 inches? (ie are the bristles flexible enough to not get jammed?)

They are very flexible. I think it should work. The segments are about 1 foot each, so you can test out the fit without putting it all together.

Does this cleaning brush have a storage bag to keep the flexible extender rods?

No.I just keep it in the box it came in.

Can this clean effectively if you can only access the vent from outside, not from the dryer connection side?

Yes, you can. Put your dryer on cool mode if you have one and run the dyer while cleaning. It will push all the loose debris out. It will clean 95% of the tube. You must be careful not to reverse your drill if you are using one. The connections will come apart in the vent tube. I clean my flexible hose behind the dryer, but I will just replace it next time.
