Does it also charge Panasonic regular eneloop batteries ?

Charges both my white and black Eneloops.

No, the batteries are not included with the charger!

Is this a counterfeit unit? It came only shrink-wrapped which could not have been sold commercially.

My order just arrived and came shrink wrapped too. It's not a regular thin plastic shrink wrap material, it's a thick plastic that could have been done by the manufacture or at the Amazon warehouse since it was sold by Amazon. Time will tell how long it last.

It says 4 led lights - individual - does this mean each individual battery is charged independently of the other and has its own led charge indicator?

Yes. Each battery is charged individually and has its own LED indicator. Note that a red light indicates the battery is between 0-20%, an orangish-yellow indicates 20-80%, and a green light between 80-100%. When the green light goes out, the battery is full. Compact, solid charger.
