Q: When it's dark outside, can people see through the window at night?

Yes. I had to remove it and have replaced it with frosted flim.

Q: Do this allow for nighttime privacy as well?

I️ actually returned this item as soon as I️ received it. The mirrored image is warped and not clear. It was a solid piece so it didn’t seem like it would have allowed much light into the room.

Q: So can you see both ways through the film?

If you are close enough yes you can. Fortunately I am not using it on a window to the outside so it is not an issue but it is not the best quality.

Q: Could this be used on a tv screen to make it look like a mirror when the tv is turned off?

No, I wouldn't. I actually returned the item because I didn't like the look. It shows a warped reflective image, it really doesn't look like a mirror at all.
