Is this better then tamiya silver gray colored putty called "basic"?.

this is what Tamiya says about the grey basic putty... Tamiya Basic Type Putty is used for filling in seams when assembling plastic model kits or RC models that use ABS or styrene plastic bodies. The putty is gray in color and may be applied with a flat surface tool. Note: Tamiya's basic type putty is not intended to fill large gaps. It is meant to fill in seams and imperfections in plastic model surfaces. The basic putty may also be used for resin model, metal model and vinyl model applications.

Is This Putty Compatible For Outdoor Weather Exposure?

This is plastic model putty (plastic base + solvent to make it soft and able to weld other plastics), and will probably not fare well outdoors any better than an unfinished plastic model would.

can this be used for metal minatures? Will it still seal well?

You are better to use modpodge, green stuff, or a mix of CA with baking soda for metal. I use those on my old lead and pewter figures.

what can you do with it? like filling, moding, edit, and adding stuff to it like horns?

I mainly use it for filling seams. I am not sure if you shape horns from the putty alone. It is too soft to mold into shape.
