Is this safe to use in small basement shop w/ furnace, pilot light, etc. and semi-poor ventilation?

There is little to no odor. No volatile fumes. I use it often in a small basement with an oil furnace.

What tint or pigment is recommended to make this epoxy translucent red? I plan to fill a design cut out of an approximately 1" thick table top.

The best tints I've found are a brand called 'Transtint Dyes'. They have an extensive range of colors. They're available on Amazon and many other websites. I got mine at a local Woodcraft store, where they are slightly less expensive. I've never tried to mix a translucent color but my guess would be that the amount you meter into the epoxy would affect the level of translucency.

if I covered a table top with this, would it be heat resistant?

In a dining room table sense- probably if the item was on a trivet or similar. Bottom line, this is a polyurethane blend. I would NOT put a cast iron skillet that's been in a 400 F oven for an hour or three directly on a surface treated with this. If you have a specific type use and temp. range, that would be helpful.
